Former Judges

Mr. Justice Satish Kumar Agnihotri, after having completed Graduation in Science and Post Graduation in History from A. P. S. University, Rewa, shifted to Delhi to obtain Bachelor of Law Degree from Delhi University in the year 1982. Enrolled with the Bar Council of Delhi in August 1982 and commenced practice of legal profession. His Lordship was appointed as Standing Counsel (Civil) of State of Madhya Pradesh in October, 1988 in the Supreme Court of India and continued as such till the date of elevation i.e. 5th May, 2005 to the High Court of Chhattisgarh, as Judge.
 
Apart from appearing for the State of Madhya Pradesh, appeared for M.P. State Electricity Board, Delhi Transco Ltd., Gujarat State Electricity Board, various corporations and authorities in the Supreme Court, High Court of Delhi and other High Courts. Has an opportunity to appear in the important cases in Constitutional Law, Taxation, Service Law, Writ Petitions etc. participated in Arbitration. Some of the leading cases are Presidential reference on Dissolution of legislative Assemblies, Abolition of State Administrative Tribunal, River Water Dispute, T.N. Godavarman (Forest matters). Child Labourers Case, All India Judges Case etc. He has attended and delivered lectures in SAARC Law Conferenc in 1996 at Dhaka, Bangladesh; the Biennial LAWASIA Conference in 1997 at Manila, Philipines, the Biennial LAWASIA Conference in 1999 at Seoul, Korea and UIA Conference held at New Delhi. Travelled Europe, America and Far East countries. He assumed office as Judge of the Madras High Court on 26th September, 2013.
 
Further, assumed office of the Chief Justice, as the Acting Chief Justice, Madras, High Court on 13.02.2014 and continued as such till 25th July, 2014. He was also the Chancellor of the National Law University, Trichi during this period. He was nominated Executive Chairman of the Tamil Nadu, State Legal Services Authority on 21st November, 2013 and continued thereon, till his transfer as Judge to the Sikkim High Court, wherein he assumed office on 23.05.2016 as first Puisne Judge of the Sikkim High Court.
Mr. Justice Satish Kumar Agnihotri, Chief Justice, High Court of Sikkim was Conferred with Doctor of Letters (D. Litt.) in Law by Awadesh Pratap Singh University, Rewa, Madhya Pradesh, in its 5th Convocation Ceremony held on 17th November, 2016.
Hon'ble Mr. Justice Sunil Kumar Sinha was born in a lawyers family at Ambikapur (C.G.) on 07/07/1954. He got school education in Govt. Multipurpose Higher Secondary School, Ambikapur. He took his B.Sc. Degree from Govt. Post Graduate College, Ambikpur in the year 1973 and thereafter also took Masters Degree in Botany from the same Institution, in the year 1975. He did his LL.B. in the year 1980 from Govt. Post Graduate College Ambikapur and was placed in first division. He was enrolled as an advocate in the State Bar Council of M.P. on 03/09/1980. He started his practice in the District and Sessions Court at Ambikapur, under the guidance of his father, Late S.P. Sinha, Advocate, who was an eminent lawyer of Civil, Criminal and Revenue side.
 
He has worked in all branches in the Trial Court at Ambikapur from 1980 to 1993. Thereafter he shifted to the High Court of M.P. at Jabalpur where he practiced till October 2000. There also he did practice in Civil, Criminal and Constitutional side. Further, he practiced in the State Administrative Tribunal at Jablalpur and handled many cases of different nature. After re-organization of the state of M.P. he shifted to High Court of Chhattisgarh at Bilaspur in the month of November 2000. There he practiced in various branches of law. He was appointed as Additional Advocate General of Chhattisgarh in May 2003, which post he held till, February 2004. He thereafter started private practice till his elevation as permanent Judge of the High Court of Chhattisgarh on 1st December, 2004.
 
Further, assumed office of the Chief Justice, as the Acting Chief Justice, Madras, High Court on 13.02.2014 and continued as such till 25th July, 2014. He was also the Chancellor of the National Law University, Trichi during this period. Hon'ble Mr. Justice Sunil Kumar Sinha was transferred to the High Court of Sikkim, where he assumed charge of the office of the Hon'ble Judge of the High Court of Sikkim in the forenoon of 14th July 2014.
Justice Narendra Kumar Jain was born on 8th October 1952 at Newai, District Tonk, Rajasthan. He completed his secondary school from Newai in the year 1969 and then higher secondary and Bachelors of Commerce (B.Com) in the years 1970 and 1973 respectively from Tonk, Rajasthan Thereafter, Justice Jain shifted to Delhi in the year 1973 and took admission in the University of Delhi in 1974 and completed his Bachelors of Law (LL.B) in the year 1977. Justice Jain then shifted to Jaipur and got himself enrolled with the Bar Council of Rajasthan on 28th May 1978 and started his legal practice in the Rajasthan High Court, Bench, at Jaipur.
 
He practiced on civil, criminal, misc and service writs, taxation, labour, company, service and revenue matters. In the High Court, he was the Standing Counsel/ Panel Lawyer for Regional Provident Fund Commissioner, Income Tax Department (also in the CAT),National Insurance Company, Jai Narayan Vyas University, Jodhpur and Medical and Health Department, Government of Rajasthan. He was also the Deputy Government Advocate of Commercial Taxes Department, Government of Rajasthan in Sales Tax Tribunal at Jaipur. He was elevated as a permanent Judge of the High Court of Rajasthan on 2nd September 2004. He was nominated as the Administrative Judge on 21st November 2012.
 
He was the Acting Chief Justice of the High Court of Rajasthan from 14th December 2012 to 2nd January 2013. He was appointed as the Executive Chairman of the Rajasthan State Legal Services Authority on 17th January 2013. Transferred from Rajasthan High Court to the High Court of Sikkim and was sworn in and assumed charge as a Judge of this Court on 30.09.2013.
Hon'ble Mr. Justice Mr. Sonam Phintso Wangdi was born on 25th October, 1953 in the village of Temi, South Sikkim. He graduated from St. Edmund’s College, Shillong and did his LLB from the University of Calcutta. He joined the legal profession as an apprentice in December, 1980 in the chamber of Late Justice Anup Deb.
 
Hon'ble Mr. Justice Mr. Sonam Phintso Wangdi joined the State Government service as a Deputy District Magistrate-cum-District Collector for a brief period and after resigning from that post he returned to the legal profession. He was enrolled as an Advocate on 5th July, 1982 and designated as a Senior Advocate by the Calcutta High Court in January, 2000. He is the first lawyer from the State to be designated as Senior Advocate under Section 16(1) of the Advocates’ Act 1961. He was appointed as Junior Central Government Counsel in 1983, was Additional Central Government Standing Counsel in 1985 and then as Central Government Standing Counsel in 1987, which has now been re-designated as Assistant Solicitor General of India.
Hon'ble Mr. Justice Mr. Sonam Phintso Wangdi was also appointed as Special Public Prosecutor in 1995 for conducting cases under the Prevention of Corruption Act, 1988 and also as Public Prosecutor for the High Court in the same year before he was appointed as the Additional Advocate General of the State of Sikkim under Article 165 of the Constitution of India with effect from 16.08.1997 to 16.11.1998 and thereafter as the Advocate General with effect from 17.11.1998. He is the first local Sikkimese lawyer to hold these posts.
 
As Advocate General of the State, he was also an ex-officio member of the Bar Council of Assam, Nagaland, Meghalaya, Manipur, Mizoram, Tripura, Arunachal and Sikkim since May, 2005 when for the first time the Advocates’ Act 1961 was enforced in the State. He held the post of Working President of the Sikkim High Court Advocates Bar Association for the period 1989-1995, 1996- 1998, its Advisor and later unanimously elected as the President of the Bar Association of Sikkim.
 
During his professional career Justice Wangdi had been retained by various public sector undertakings, namely, State Bank of India, UCO Bank, Gangtok Municipal Corporation, Sikkim Development & Industries Corporation, etc. He also advised the High Court of Sikkim on sensitive legal issues and appeared and conducted cases on its behalf both in the High Court as well as the Supreme Court. He had also appeared and conducted cases in various other High Courts, including the Calcutta High Court, Delhi High Court, Jharkand High Court and the Supreme Court. Has put in more than 25 years of practice in the legal profession and is the first member from the Sikkim Bar Association who is a local Sikkimese having been elevated as Judge of the High Court of Sikkim on 23rd June, 2009.
His Lordship holds the following assignments:
1. Executive Chairman, Sikkim State Legal Services Authority since March 9, 2010.
2. Chairman, High Court Legal Services Committee since May 22, 2010.
3. President, Sikkim State Consumer Disputes Redressal Commission since June 8, 2010.
4. Member of the Executive Committee of Central Authority of the National Legal Services Authority, New Delhi w.e.f April 11, 2013. Retired from service on 24/10/2015.
Born on 1st March 1948 in Hee Pechrek Busty of West Sikkim, had early education in Sikkim and various other places in the North East. Did B.sc. from Kohima Science College, Kohima, Nagaland, and LL.B from Shillong Law college, Shillong, Meghalaya in the year 1972 under Guwahati University. He was enrolled as an advocate with the Bar Council of Assam, Nagaland, Meghalaya, Manipur and Tripura on 30th January 1973. Practiced in various Courts in Nagaland and Sikkim between 1973 to 1975. Joined Sikkim Judicial Service as Civil Judge-Cum Judicial Magistrate in the year 1976, was promoted to the post of Additional District & Sessions Judge in the year 1990 and to the post of District and Sessions Judge in the year 1994. Also functioned as Registrar, High Court of Sikkim between 1997 to 1999 and thereafter as Registrar General of the same High Court between 1999 to 2004.
 
He was given various assignments under Special Acts and other Acts between the period 1992 to 2003. Was Special Judge, NDPS Act for the whole State of Sikkim from 1992 to 1996 and 2001 to 2002, was the first Special Judge, P.C. Act for the whole State of Sikkim from 1995 to 1996, was Judge, Family Court under Family Courts Act, from 1995 to 1997 and 2001 to 2002, was Special Judge under Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act from 1995 to 1997, was Member Secretary,Sikkim State Legal Services Authority and High Court Legal Services Committee, Sikkim from 1998 to 2004, was President, District Consumer Disputes Redressal Forum, East District, Sikkim from 1999 to 2004, was District and Sessions Judge (Special Division) from 2001 to 2002, was Single Member Motor Accidents Claims Tribunal from 1995 to 1997 and 2001 to 2004, was Judge, Permanent and Continuous High Court Lok Adalat Sikkim High Court from 2002 to 2003.
 
Also worked as part-time lecturer in Sikkim Govt. Law College for over four years between 1980 to 1984 in addition to normal official duties, attended 6 weeks training course on ‘Gender & Law’ in the school of Law, at the University of Warwick, United Kingdom in the year 1999 under the Indo British Training Project on ‘Gender and Law’.
Elevated to the Bench of the Sikkim High Court as permanent Judge on 04.10.2004. Is the first Judicial Officer from Sikkim to be appointed Judge of a High Court in the Country. Transferred from Sikkim High Court to Guwahati High Court and assumed charge on 04/04/2007 as Judge, Guwahati High Court. Retransferred to Sikkim High Court from Guwahati High Court and assumed charge as Judge , Sikkim High Court in 10/11/2007. Retired from service on 28/02/2010.
Born on March 1, 1946. He was enrolled as an Advocate on December 14, 1970 and practiced for 23 years at Gauhati, Imphal and Delhi. He worked in District Courts at Imphal and practiced in the Supreme Court of India from 1990 in Civil, Constitutional, Criminal, Tax and Service matters. He was appointed as permanent Judge of the Gauhati High Court on January 29, 1996. He was transferred to the Sikkim High Court on January 7, 2003. Passed away on 03/04/2007.
Born on 2.1.1943. Enrolled as an Advocate with Bar Council of West Bengal on 28.11.1972 and designated as Senior Advocate by Calcutta High Court on 5.5.1983. Practiced in Civil, Criminal, Constitutional, Taxation and service matters in Sikkim and Calcutta High Courts. Also practiced in the Central Administrative Tribunal and the Supreme Court of India. Appointed as permanent Judge of the Sikkim High Court from 16.12.1994. Transferred to Gauhati High Court on 9.2.1995. Again Transferred to Orissa High Court from 2.4.1996. Transferred to Sikkim High Court and appointed as Acting Chief Justice on 27.12.1997.Passed away on 12/03/2002.
Born on 10th day of November, 1936. Completed schooling in I.C. Institution and graduated from K.N. College, both at Berhampore. Studied law in University College of Law, Calcutta. Joined the Bar of Berhampore (West Bengal) in 1961. Selected as Munsiff in 1967. Served in different capacities from Munsiff to District and Sessions Judge at different station. Served Metro Railway, Calcutta as Senior Law Officer and Andaman and Nicobar Administration as Judicial Secretary. Served the Registry of the High Court of Calcutta. Elevated to the Calcutta Bench of High Court on 27th September, 1995. Transferred to High Court of Sikkim since 16th October, 1995. Retired from service on 10.11.1998.
Born on 18th May, 1941. Enrolled as Advocate on 10th July, 1962. Practiced at the Bar till joining judicial service on 22.2.1966. Worked as Munsif in the State of U.P. from 22.2.1966 to 21.9.1971. Sub-Judge first class, Delhi from 21.9.1971; Additional Judge, Small Cause Court, Delhi from September, 1975; Additional Chief Metropolitan Magistrate, New Delhi from September, 1977; and Judge Insolvent’s Estate Court, Delhi and Guardian Judge, from December, 1978 to 24th March, 1979. Appointed Additional and District Sessions Judge, Delhi on 2.3.1979 from 3.12.1980, worked as Commissioner, of Payments in the Ministry of Commerce under the Sick Textiles Undertakings (Nationalisation) Act, 1974. Appointed Judge,Sikkim High Court from 10.5.1984. He was transferred to Allahabad High Court on 18th Oct, 1995 and to Calcutta High Court on July 21, 1997. He was appointed as the Chief Justice of the Sikkim High Court on February 3, 1999 and retired from service on 18.5.2003.
Born on 20th December, 1933. Educated at Siliguri Boys School, Siliguri, St. Paul’s College, Calcutta, Scottish Church College, Calcutta and University College of Law, Calcutta. Enrolled on 7th January 1957 as an Advocate of the Calcutta High Court (A.S.). 16th January 1957 as an Advocate of the Calcutta High Court (O.S.). Practised on Civil and Criminal in the District Courts of Darjeeling and Jalpaiguri in West Bengal and at Gangtok in Sikkim. Worked as Legal Adviser to Govt. of Sikkim from May 1972 and as the Advocate General of Sikkim from June 1975. Appointed as Judge, Sikkim High Court from 16th June, 1976. Appointed as Acting Chief Justice, Sikkim High Court from 4th January, 1985. Judge, Calcutta High Court from 3rd February, 1986. He was transferred as judge to the Calcutta High Court in February 1986, and was the Acting Chief Justice there from June 1992. He was made the Chief Justice of the Calcutta High Court in January 1993, and was subsequently transferred as the Chief Justice of the Bombay High Court in April, 1994 where he stayed in office till April 1995. Passed away on 16.1.2018.
Born on 22/12/1923, Educated at D.A.V. High School, Lahore, Government College, Lahore and Law College, Lahore, Enrolled Advocate on 22/4/1952 at Shimla and on 8/12/1960 in Supreme Court. Practiced in all types of Civil, Criminal and Revenue Cases. Appointed Additional Judge, Delhi High Court from 12/02/1970. Appointed Permanent Judge on 5/7/1972. Appointed Acting Chief Justice of the Sikkim High Court with effect from 16/05/1975. He was transferred to Rajasthan High Court and finally transferred back to the Delhi High Court on 9th July 1977. Mr. Justice Sachar became the Chief Justice of Delhi High Court on 6th August 1985 until retirement on 22nd December 1985. Passed away on 20.04.2018.
